Information culture of university administration: Making personnel bureaucracy a professional bureaucracy

This paper aims to diagnose the information culture of university administration. Although administrative work is commonly associated with bureaucracy, it a bureaucracy people in which employees demonstrate set competitive group behavior focused on knowledge sharing and use day-to-day tasks. A 345 respondents, representing office staff from three institutions Poland, answered survey related culture. The research framework included 16 behaviors, grouped by four levels management types results were examined using statistical packages perform Kruskal-Wallis H test, Spearman’s rank correlation coefficient, ordinal/linear regression analysis. Professional Bureaucracy dominant characteristic administrations, but its functioning supported parallel cultures model. main limitation study that covers only lower-level employees’ practices. applied scale, based professional stratification within administration, highly sensitive regarding different institutional contexts covered diagnosis. To support development Bureaucracy, necessary internal openness (socialization), internalization knowledge, external networking.
